Opioid Fatality Review Board 2023 Annual Report

The Overdose Fatality Review Board (OFRB) is pleased to present its 5th Annual Report, highlighting the factors contributing to overdose fatalities and the strategic actions implemented in the District of Columbia. This report presents an overview of deaths that occurred in 2023 and includes statistics on opioid deaths from 2021 that were reviewed by OFRB in 2023. OFRB remains committed to implementing impactful interventions and
developing recommendations to enhance outcomes for residents of the District. 


OFRB was established by Mayor’s Order 2019-0243 on May 2, 2019. OFRB falls under Goal 1 of LIVE.LONG.DC (LLDC) – the District of Columbia’s strategic plan to reduce opioid use, misuse, and related deaths.
Goal 1: Reduce legislative and regulatory barriers to establish comprehensive surveillance and response systems. This supports sustainable solutions to emerging trends in Substance Use Disorder (SUD), opioid-related non-fatal overdoses, and opioid-related fatalities.

OFRB convenes on the second Tuesday of each month to review selected cases. A comprehensive review of multidisciplinary records is conducted for decedents who died from opioid use. Recommendations are developed, followed by a subcommittee meeting to approve and adopt the recommendations made in prior meetings.
